Department of Justice Financial Management Transformation

THE OPPORTUNITY

The DOJ, Criminal Division required support to review, assess and the document the financial reporting and consolidation processes; assist with improving financial management systems, financial reporting and analysis, strategic financial planning, and redesign the processes to improve efficiency and quality of information.

OUR SOLUTION

Sonora provided Oracle Business Intelligence Enterprise Edition (OBIEE) and Oracle Hyperion Financial Management (HFM) Subject Matter Experts (SMEs) to customize web-based financial reporting software solutions to include: design, development, and deployment of enhancements and modernizations. Data was extracted from an Oracle Enterprise Management Architect (EPMA) application to be loaded into OBIEE while extracting billing details from a different source. Sonora supported the International Training Financial Management (ITFM) application to accommodate the reporting requirements that have been created in Oracle Business Intelligence to include problem solving and any needed enhancements were identified.

KEY ACHIEVEMENTS

Sonora & Associates designed and implemented Monthly management reports for the Director of CRM division. These included monthly invoice, allocation reports, intercompany reconciliation reports. The agency was able to monitor interagency, non-zero balance funds, and spending overview. The monthly management reports were also used to measure agency performance and provide management with information for decision making on net funds management.

They reviewed the status of funds and interagency invoicing process. This helped the agency to ensure accurate and timely inter agency billing to vendors, and accurate billing that facilitated accounts receivable collection and minimized funds that are out of balance. During the life-cycle of this project, 90% of interagency invoices were current and we had 100% on-time inter-agency processing.

Sonora & Associates also reviewed the data flow from the interagency sub ledge to the general ledger system used for financial reporting. We identified data mapping errors that were creating errors when data was uploaded from the customer invoicing system to the General ledger g system. We were able to work with the vendors to correct the data mapping errors. This resulted in efficient data transfer through an automated interface which significantly reduced errors in financial reports.

  • Completed an assessment of the monthly allocation inter-agency consolidation process and status of funds reporting.
  • Redesigned the integration of data from┬átheir general ledger stystem to department of Justice financial reporting tool (Hyperion Financial Management).
  • This redesign resulted in a streamlined and consistent data loading process from all the 24 which resulted in more 60% improvement in the data loading and data consolidation process and improved financial reporting process.
